My client currently has a vacancy for a Back Office Operations Analyst on contract of indefinite duration in the Payment and Securities Settlement Division.
The purpose of the role is to perform a range of back office and collateral management services, including the settlement and reconciliation of all investment related activities on a number of investment, foreign reserve and monetary policy portfolios.
Responsibilities:
- Ensure the timely confirmation and settlement of all investment activity (including bond, repo, deposits, foreign exchange trades, transfers etc) on the Bank’s various portfolios, including acting as agent for the ECB, to ensure that the Central Bank fulfils its investment and monetary policy mandate.
- Contribute to new instrument/portfolio/counterparty on-boarding and testing of new systems/processes as required to support the future implementation of the Central Bank's investment strategy.
- Monitor, agree and settle margin call activity on the Bank’s repo and derivative portfolios. Contribute to operational impact assessments of financial contracts (GMRA and ISDA) on the Collateral Management function.
- Perform all reconciliation activities on Central Bank and ECB portfolios, and engage with stakeholders in the event of settlement failures, assisting in the resolution of same, in order to protect the Central Bank from avoidable financial and reputational risks.
- Contribute to operationalising settlement/reporting related decisions and testing activities of the Working Group on Foreign Reserve Assets (WGFRA) to enable the Eurosystem to fulfil its investment strategy.
- Engage with Operational Risk and Auditors (Internal Audit Division (IAD), Comptroller and Auditor General (C&AG), European Central Bank (ECB) and other External Auditors) to ensure that the Central Bank is fully compliant and accountable in delivering its objectives (including all tax and regulatory obligations) and operating within the designed control framework.
- Assist in achieving operational efficiencies for the team through process mapping and analysis to identify and remove wasteful activities.
Essential Requirements:
- Minimum 3 years’ experience with settlements systems/electronic payments (A third level or professional qualification in a relevant discipline is desirable)
- Experience in financial services/settlements, particularly within a process and procedure orientated operational role
- Understanding of financial instruments, domestic/international payments and settlements, and/or collateral management
- Solid understanding of typical operational risk management and control frameworks
Additional Requirements:
- Good knowledge of IT Financial Operations Systems required – experience in any of the following: WallStreet Systems, SWIFT, Easyway, CAPS-EA, TARGET2, OMGEO an advantage.
- Proficiency in all Microsoft office applications.
- Strong interpersonal and stakeholder management skills required to engage with various stakeholders including Counterparties, Correspondents, Auditors, ECB, and internal divisions such as the Financial Control Division (FCD), Financial Markets Division (FMD), Organisational Risk Division (ORD) and the Information Management and Technology Division (IMTD).
- An understanding of Withholding Tax and AML compliance an advantage.
- Knowledge of primary regulations and best market practice an advantage.
