Our client is a key Government land management initiative. Currently we are looking for to hire Development Manager on a full- time basis. This is a 5- year Fixed Term Contract.
Cork City Docklands is a key component of the development strategy for Cork City, and it represents the largest urban regeneration site in Ireland. This is an opportunity for Ireland to develop Cork City Docklands as one of the best places in Europe to live and work.
The Role
Reporting to the Cork Docklands Office Programme Manager, the Development Manager is charged with the efficient management, direction, and development of the function to which they are assigned.
Urban regeneration is a multi-dimensional process, which has social, economic, and environmental/ physical dimensions. The Development Manager will be primarily responsible for assessment of both the financial and non-financial outcomes that will result from the delivery of the proposed infrastructure to ensure alignment with the development objectives for Cork City Docklands. Coordination of funding proposals/business case, engagement with funding providers and the ultimate securing of funding.
Role Responsibilities & Duties
The Development Manager duties include but are not limited to the following:
- Coordinate economic and financial appraisals of the separable constituent sub-projects that comprise the Cork Docklands to ensure compliance with Public Spending Code requirements
- Support (or lead as appropriate) the drafting of funding proposals/business case, engagement with funding providers and the ultimate securing of funding
- Contribute to the development of the overall implementation strategy that sets out a clear pathway for the co-ordinated regeneration of Cork City Docklands over a period of 20 years+
- This includes the delivery of infrastructure and a range of social and health services such as sports and recreation facilities, schools, medical services etc.
- Assist with preparation of an initial 5-year strategy to deliver the Cork City Docklands, that is viable and supports the achievement of ambitious targets for the area
- To include a suite of two-year work plans, together with milestones and KPI’s for measuring performance; and
- Continuously review and support the Programme Manager on the needs, phasing and viability to deliver Cork City Docklands
- Assist with preparation of reports for the Cork City Docklands Management Group, Steering Group, and other stakeholders as appropriate
- Engage as appropriate with landowners / developers to validate implementation plans
- Collaborate with the State bodies and others responsible for delivery of community services (health, education, social, sports and cultural) to support the timely delivery of services
- Continually update the stakeholder engagement plan including landowners, developers, Government Departments, State Agencies, elected members, and community and business representative groups
- Ensure co-ordination of individual workstreams of a range of stakeholders at all stages – concept, preliminary design, detailed design, procurement, and construction/delivery
- Set-up and administer team and stakeholder meetings, prepare agenda and minutes, chase actions
- Administer and liaise with other teams to ensure management team meetings take place effectively
- Project performance monitoring
- Administer regular project review panel and performance monitoring cycle including working with all project managers on collating relevant data for input into monitoring and reviews
- Complete updates on programme performance and monitor progress against established KPIs
- Update risk register and assist the Programme Manager in coordinating the risk management process including preparing and/or reviewing risk analysis and mitigation measures
- Assisting in preparing post project appraisal reports
- Procurement and Contract Management
- Coordinate all phases of the procurement, tendering and evaluation process for programme level contracts
- Work with Finance, Legal and Procurement to ensure contracts are properly drafted and a consistent approach is developed for their management
- Set up contract administration systems to ensure that contractual timescales and other requirements are complied with for programme level contracts
- Procurement, administration, and management of contract notices (e-Tenders, OJEU etc.,) for programme level contracts and managing queries as they arise,
- Preparing submissions for funding agencies and all relevant cost forms,
- Managing external consultant resources
- Such other duties as may be assigned from time to time depending on the needs arising.
Person Specifications & Requirements
- Hold an honours degree (level 8 in the National Framework of Qualification) or higher in property, construction, engineering, or similar discipline
- Have at least seven years satisfactory experience in a similar environment with clear demonstrable relevance to the Cork Docklands programme experience
- Ability to convert vision and ideas into implementable business cases with viability and value for money at the core
- Knowledge and/or experience of the planning process, planning policy and the planning framework hierarchy is an advantage
- Knowledge and/or experience of developing and utilising economic and financial models to appraise project viability
- Knowledge and/or experience of public procurement is an advantage
- Demonstrable ability to build relationship with key stakeholders (public, private, elected) to progress the Docklands objectives
- Excellent interpersonal, communication and influencing skill
- Experience of managing finance and budgets and ensuring value for money
- Hold a full clean current driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence
