Overview
To provide project and contract administration support to the design and delivery of the organisations Public Private Partnership (PPP) portfolio and other capital projects/assignments.
Key responsibilities include:
Implement project administration systems to support activities associated with the organisations PPP projects portfolio and/or other projects in the Capital & Estates portfolio.
Provide day to day management of the PPP contract management systems during the 25 year operations phase of the PPP projects.
Principle Duties and Responsibilities
- Provide services as appropriate in the development, execution and management of major capital projects for the PPP Office assisting in the planning and supervision of the execution of these projects
- Plan and supervise the execution of major & minor capital works or variations under the PPP contract throughout the area of responsibility this is in addition to managing specific minor works projects within the overall PPP program
- Review in consultation with appropriate officers and advisers, programmes for the maintenance of buildings, services, and equipment undertaken by the PPP providers
- Review the PPP Co.’s plans the implementation of PPP Co. maintenance programmes to ensure these delivered are in accordance with the PPP provider’s contractual requirements
- Work with and support the activities of the Property Manager to ensure compliance with Property Transaction Protocols and other relevant property related task when assigned
- Ensure that adequate fire prevention and safety measures and standards are devised and applied in association with Fire & Safety Officer
- Provide advice on the efficient use of energy and work with service personnel and other Capital & Estates personnel and advisors on the efficient use of energy in healthcare premises
- Advise on facilities and environmental matters in conjunction with services personnel and other Capital & Estates personnel, and advisors as required
Skills, competencies and/or knowledge
- Demonstrate a good knowledge and experience of the construction and maintenance of buildings, equipment and services and building regulations and guidelines.
- Demonstrate Technical skills and ability appropriate to the post and the ability to motivate staff in safety measures.
- Demonstrate knowledge and awareness of EU Procurement legislation and Government construction procurement guidelines.
- Demonstrate knowledge and awareness of Health & Safety legislation and a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
- Demonstrate an awareness of the complex service requirements of Health Buildings.
- Demonstrate awareness of sustainable Healthcare Building Guidelines and management in the specification design construction and refurbishment of Healthcare Buildings.
- Demonstrate evidence of computer skills including use of Microsoft Word, Excel, email, Engineering specific programmes such as Project Manager, AutoCAD etc. and Financial systems (for e.g. SAP).
- Demonstrate evidence of effective planning and organising skills including awareness of resource management and importance of value for money, the ability to manage deadlines and effectively handle multiple tasks.
- Demonstrate leadership and team management skills including the ability to work with multi-disciplinary team members and also the ability to motivate, train, develop and manage staff.
- Demonstrate effective communication skills including: the ability to present information in a clear and concise manner; the ability to facilitate and manage groups through the learning process; the ability to give constructive feedback to encourage learning.

Qualifications and/ or experience
Hold a Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in Architecture, Engineering or Surveying accredited by the relevant Professional Institute (Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland).
Have had at least five years’ satisfactory experience after attaining the qualification above in architecture, engineering or surveying work, including adequate experience in the construction or maintenance of buildings or in the installation or maintenance of the mechanical, electrical and heating services of such buildings.
