Head of Financial Advisory
Responsibilities
·PPP Projects: Ensuring that all associated costs and potential risks have been factored into the establishment of the PPP Public Sector Benchmark that will underpin the private sector provider selection process and advising on value for money.
·Overseeing funding competitions, as appropriate, for all PPP contracts, ensuring transparency and that processes adhere to market best practice.
·Ensuring that PPP contracts are carried out in line with State policies, procedures and standards.
·Management of the procurement process (in particular the commercial and financial elements) in conjunction with the businesses procurement/project management function.
·Advising State bodies on procurement, viability and financing options for delivery of State infrastructure.
·Planning and execution of the strategy in the delivery of goals and deliverables and responsible for developing, motivating and leading a professional team.
·Engaging with a wide spectrum of internal and external stakeholders to advance infrastructure projects and communicating priorities to key stakeholders including the Board and client Departments.
Competencies
·Third level degree.
·Chartered membership of relevant professional body e.g., ACA, CFA desirable.
·Candidates should have a minimum 12 years’ experience working in a financial advisory role and/or banking and/or sustainable finance and/or supporting delivery of major capital projects and programmes.
·Experience advising on PPPs desirable.
·Experience in climate related transactions and knowledge of current trends in sustainable finance is desirable (but not essential).
·Desirable skills: Business development, Project Finance advisory, and financial/commercial analytical skills
