Role Purpose
The company seeks Procurement Specialist to assist in delivery of a best practice procurement function within the Finance Department. Procurement supports all departments of the business including property development, finance, strategic planning, investment, and operations providing specialist knowledge to ensure tenders are comprehensive and fully compliant with EU public procurement rules, guidelines and regulations.
The successful candidate will work with the Senior Procurement Specialists and Procurement Manager to support all aspects of procurement across the Agency including the implementation of the procurement strategy, managing a variety of under threshold procurement, framework mini-competition tenders and small-scale EU procurement processes whilst also assisting in larger construction/ services tender processes.
Responsibilities
The duties and responsibilities of the Procurement Specialist include but are not limited to the following:
· Assist throughout the end-to-end individual tender processes for below threshold tenders, small scale EU Threshold tenders and mini-competitions from frameworks – these duties would include
o preparing draft tender documentation using company templates
o draft selection and/or award criteria
o support development of specifications
o publication of notices at national and EU level on eTenders
o management of clarifications via eTenders
o preparation of evaluation matrix
o arranging of tender evaluation panels including selection of appropriate personnel, ensuring the evaluation panel is briefed on the relevant selection and award criteria
o contributing / assisting tender evaluation processes
o assistance with drafting and issuing notification letters
o publication of award notices if applicable
o ensuring transitional processes are in place in relation to services being transferred from an incumbent supplier to a new supplier.
· Assist Senior Procurement Specialist for large scale complex tender processes and framework agreements.
· Maintain procurement files to support C&AG review, internal and external audit
· Maintain with management of a procurement register to ensure all data is relevant and up to date
- Ad hoc procurement administration duties as required.
Required experience
The successful candidate should be confident and commercially minded with at least 2 years previous experience gained in an equivalent procurement/buying role and have:
· Beneficial: track record assisting in contracts under the public procurement regime would be an advantage.
· Previous procurement experience, ideally in a similar public body would be advantageous.
· Experience of working in a multi-disciplined team and demonstrated the ability to handle multiple tasks concurrently.
· Good knowledge and experience of public procurement and have a working knowledge of eTenders & European Journal.
· Previous experience of applying compliance standards in a procurement function while assisting in the execution and documentation of tender processes
· A recognised qualification in procurement would be advantageous but is not a requirement (e.g., certification in procurement with IIPMM, CIPS, IPA or an equivalent)
