Role Purpose Enterprise Ireland manages a complex and business-critical ICT environment spanning core information systems, data platforms, websites, digital client services, and global network and communications infrastructure. The Technology Transformation Delivery Department leads the design, technical delivery and implementation of strategic digital transformation programmes that are central to Enterprise Ireland’s organisational and service delivery ambitions. As Enterprise Ireland enters the first implementation phase of its Service Delivery Transformation (SDT) Programme, focused on delivery of a new Client Portal and SaaS based CRM platform, the Technical Project Manager will work with the Department Manager, Technology Transformation Delivery to coordinate and control technical delivery across a number of complex technical workstreams. The role will manage dependencies, support programme governance, assess technical change and scope impacts, and help ensure delivery decisions are made in line with agreed objectives, timelines, budget constraints and governance requirements. Reporting to the Department Manager, Technology Transformation Delivery, the role will operate within a team of experienced technology delivery professionals and will work closely with ICT, PMO, Procurement, Corporate Governance, Risk Management, Data Protection Enterprise Ireland functions and external technology delivery partners. The successful candidate will be expected to provide strong delivery coordination, work effectively within structured governance arrangements, and support the implementation of high-impact transformation initiatives through clear planning, control and stakeholder engagement. The role requires an experienced project manager with a strong technical delivery background, sound judgement, and the ability to bring structure and momentum to complex, multi-stakeholder programmes. The successful candidate will be comfortable operating between internal and external technical delivery teams, business stakeholders and governance forums, translating delivery issues into clear actions, decisions and escalations. Key Deliverables Work directly with the Department Manager, Technology Transformation Delivery to plan, coordinate and control delivery of the Client Portal and CRM Platform, ensuring technical delivery activities remain aligned to agreed scope, budget, timeline, quality standards and governance requirements. Co-ordinate with multiple internal and external technical workstream leads to develop and maintain integrated project plans to ensure effective alignment of activities, milestones, dependencies and resources. Work closely with internal teams, business process owners, technical subject matter experts and external delivery partners to achieve successful technical and programme outcomes. Build strong stakeholder relationships and engage effectively across Enterprise Ireland and partner organisations to support alignment, decision-making and delivery momentum. Monitor delivery performance against agreed milestones, metrics and outcomes, taking timely corrective action where required to maintain progress. Manage technical workstream risks, issues, assumptions and dependencies proactively, ensuring timely escalation, mitigation planning and strong delivery assurance. Support effective programme governance through clear, accurate and timely reporting, including status updates, decision papers, escalations and progress presentations. Coordinate technical change control activity with programme governance structures and the external technology delivery partner, ensuring change requests, design decisions, scope impacts and budget implications are assessed, documented, escalated and governed appropriately. Oversee delivery readiness for key implementation stages, including resource planning, design, configuration, testing coordination, deployment planning, operational handover and transition into service. Work with relevant internal teams to ensure delivery activities align with organisational requirements relating to governance, security, data protection, risk management and procurement. Contribute to the ongoing development of project and programme management practices, helping to strengthen PMO frameworks, methodologies, tools and delivery standards. Functional Competencies (Key Skills and Knowledge) Significant experience leading and delivering large-scale, complex projects involving multiple technical workstreams is essential. Demonstrated experience of managing digital transformation programmes utilising SaaS CRM technology and projects involving technology delivery, organisational change and business process improvement is essential. Strong project and programme management capability, including planning, scheduling, dependency management, resource coordination, risk and issue management, and delivery reporting is essential. Experience of working within structured project and programme governance frameworks, including the preparation of governance materials, status reporting, escalations and decision support is essential. Experience in managing external suppliers or delivery partners, including coordination of outputs, tracking dependencies and oversight of agreed deliverables is essential. Excellent communication, stakeholder management and influencing skills, with the ability to present complex concepts clearly and credibly to both technical and non technical audiences is essential. Experience of technical change control in a complex delivery environment, including assessment of scope, design and budget impacts, and effective coordination with governance structures and external technology delivery partners is desirable. A qualification in Project Management, such as PMP, PRINCE2 or equivalent, or a degree-level qualification in project management or a related discipline is desirable. Proven ability to build strong collaborative relationships across cross-functional teams, delivery partners and senior stakeholders in a complex organisational environment is desirable. A strong track record in programme budget oversight, commercial awareness and delivery against demanding milestones, targets and organisational objectives is desirable. Experience engaging with business stakeholders to understand delivery requirements, clarify impacts and support service readiness within transformation programmes is desirable.
