Overview
When a leading public healthcare organisation set out to implement a new Electronic Healthcare Record (EHR) system, recruitment quickly became one of the programme's most critical workstreams.
Background
The EHR initiative represented a major investment in the future of healthcare delivery, with ambitions to improve patient care, strengthen research capabilities and support more efficient services. This project was also aligned to the anticipated opening of a significant new healthcare facility, creating strong delivery pressure and high programme visibility.
Challenge
The organisation needed to recruit up to 82 Application Analysts across Grades IV to VIII within an eight-month period. These were not easy-to-fill positions. Experience in EHR systems and digital health remains scarce across Ireland, while demand for those skills continues to grow.
The roles themselves called for a broad range of expertise. Some candidates brought strong clinical backgrounds. Others came from operational, technical, project management or change management environments. Identifying the right blend of skills, experience and programme fit required a structured and carefully managed assessment approach.
Solution
In 2022, the organisation appointed Cpl as its Recruitment Process Outsourcing (RPO) partner to help build the specialist workforce needed to support the programme. Working closely with EHR leadership, the team mapped hiring requirements, planned recruitment activity and developed a phased delivery model. As the programme progressed, hiring became increasingly specialised, resulting in six separate recruitment waves tailored to evolving workforce needs.
