We are delighted to announce that our client the Charites Regulator are currently recruiting for an ICT Support Manager (Higher Executive Officer).
Key Responsibilities
The ICT Support Manager role is a key position within the Charities Regulator and is responsible for ensuring the organisation has the necessary ICT infrastructure and processes in place.
Reporting to the Head of Digital and Technology, the ICT Support Manager will develop, implement and drive improvements in business processes throughout the organisation. The successful candidate will work with the different business units in the organisation to understand and anticipate the Charities Regulator’s business requirements and liaise with ICT suppliers on their effective and efficient delivery. Vendor contract management will form part of this role.
The Charities Regulator does not have its own ICT department and its ICT services are provided by third party suppliers, mainly on a Software as a Service model. The Department of Justice’s Information Management and Technology Division manages and oversees some of the Charities Regulator’s ICT systems, infrastructure and security responsibilities including:
Provision and maintenance of office ICT hardware
Network access applications
Server support, cyber security / backups
Wide area network
Managed print and IP telephony services
The management and maintenance of the Charities Regulator’s Digital Platform (Website, public Register of Charities, Online Portal and back office system) is also outsourced to a third party contractor. The Charities Regulator is currently conducting a public procurement competition to establish a framework for the delivery of these services in the future. The current application is a customised Commercial-off-the-Shelf (CotS) solution, but other applications using alternative technologies are being considered.
Other web-based business applications are used extensively by the Charities Regulator.
The Charities Regulator has a robust suite of ICT and information security policies which provide guidance to staff on their roles and responsibilities in relation to ICT processes and security.
The duties and responsibilities of the successful candidate will include the following:
Management of the Charities Regulator’s Digital Platform; the portal and back office applications used by the Charities Regulator to maintain a register of charities and their activities, and by the charity sector as their main communications interface with the Charities Regulator;
Driving improvements in business processes through identifying, developing and implementing change requirements;
Specification, creation and deployment of operations, research and management reports from data held in the Digital Platform using proprietary applications such as MS Power BI / Tableau;
Acting as the main point of contact with ICT service providers, to ensure that they meet their contracted service level agreement obligations; manage change requests and issue resolution;
Ensuring staff members have access to the technology needed to fulfil their roles including day-to-day management of ICT hardware, meeting room communications and telephony;
Management of the delivery of digital solutions, software and applications development projects involving a range of technologies and platforms such as web development, data management, database administration, business analysis/discovery, business intelligenceand data analytics;
Development and deployment of solutions on low-code, no-code development platforms. The design, testing and deployment of new forms, workflow tasks, assessment checklists, template documentation, role-based security profiles;
Management of and participation in procurement competitions for ICT-related expenditure;
Playing a lead role in digital transformation initiatives, including compliance with government’s digital policies;
Assisting in business process mapping and documentation;
Demonstration and maintenance of a broad knowledge of technology solutions, current trends, techniques and standards, and proactively pursue new technology developments;
Leading the development, adoption and promotion of ICT-related policies, procedures and standards;
Managing the organisation’s business resilience programme (disaster recovery / business continuity) in accordance with established policies and procedures;
Contributing to the organisation’s information governance programme through the creation and maintenance of comprehensive technical documentation concerning all matters related to ICT;
Such other duties as may be assigned from time to time by the Head of Digital and Technology
Essential Requirements
Candidate’s qualifications and experience must align with one of the profiles below. Candidates must, on or before the 14 September 2026, have any one of the sets of qualifications and hands-on experience as stipulated below:
1) A qualification at Level 7 on the National Framework of Qualification (NFQ) major award (i.e.
ordinary degree) in a relevant computing or computational discipline combined with 5 years
directly relevant ICT/Business Support hands-on experience
OR
2) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e.
honours degree), or higher, in a relevant computing or computational discipline combined with 3
years directly relevant ICT/Business Support hands-on experience
OR
3) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e.
honours degree), or higher, in an unspecified discipline, but with computing/computational
modules taken in the final year combined with 5 years directly relevant ICT hands-on experience
OR
4) 8 years directly relevant hands-on experience in ICT/business support combined with either,
(i) A Level 6 qualification on the NFQ major award qualification, or higher, in a relevant
area of ICT
or
(ii) At least 2 professional qualifications in a relevant area of ICT*
You will also have:
Demonstrated your leadership skills in an ICT/business support environment in your career to date;
Demonstrated initiative with a proactive approach to the introduction of ICT-based / digital solutions and services;
A commitment to developing yourself, and any staff you may be assigned, through training and on the job experience.
Proven experience in business process development/ improvement;
Experience in creating and implementing management reports using tools such as MS Power BI / Tableau;
Experience in procurement for goods and services.
Demonstrated strong collaborative working practices across multiple stakeholders;
Excellent written and verbal communication skills including experience in documenting business cases, project scope and reviews;
Demonstrated advanced planning and problem solving capabilities;
Proven ability to manage multiple and competing priorities;
Experience of managing cloud based technologies such as Microsoft Dynamics and/or Salesforce.
Desirable Requirements
Experience or knowledge of public service organisations and the governance and regulatory framework within which they operate
While not required specifically for the role, spoken, or written Irish to a level sufficient to communicate with stakeholders
