Overview
When this newly established semi-state organisation partnered with Cpl in 2019, it had fewer than 20 employees and no dedicated HR or recruitment function. As the organisation expanded, it needed a recruitment partner capable of supporting immediate hiring needs while creating a scalable recruitment framework to support long-term growth.
Cpl was appointed as the sole recruitment services provider and designed a fully outsourced recruitment solution. Over the course of the partnership, the organisation grew to more than 180 employees, with Cpl supporting the successful recruitment of over 240 professionals across specialist, professional and leadership positions.
Background
As a newly formed organisation, recruitment processes, policies, and governance frameworks had yet to be developed. The leadership team needed a structured approach to attracting, hiring, and onboarding talent while compliance with employment legislation and GDPR requirements were critical.
The public sector organisation was competing for talent across a range of specialist disciplines. These included; construction, legal, finance, procurement, technology, communications, and human resources.
Challenge
The organisation needed a complete recruitment function capable of managing hiring activity from initial workforce planning through to onboarding.
Alongside candidate attraction, recruitment processes had to be consistent, scalable, and aligned with industry standards. As the organisation grew, those processes would have to evolve while continuing to support both hiring managers and candidates.
