Our client, Coimisiún na Meán, is hiring for a Head of Facilities and Compliance on a full-time permanent basis at the Assistant Principal grade.
About This Role
Role Purpose
The Head of Facilities and Compliance plays a critical role in leading the facilities team and providing the organisation with a safe and welcoming working environment for its staff. The successful candidate will also be responsible for ensuring we meet our statutory obligations and organisational goals in the areas of Sustainability, Accessibility and Irish Human Rights and Equality Commission (IHREC) Public Sector Duty.
You will be joining Coimisiún na Meán at a very exciting time as the organisation seeks to expand its office space to accommodate an increased staff complement and to design and furnish our office environment to meet the needs of the organisation.
About the Facilities Function
Reporting into the Director of Governance and Secretariat, the Head of Facilities and Compliance leads one of four teams that make up Coimisiún na Meán’s Corporate Services Division, along with People & Organisational Development, Change & Business Improvement, and Finance & Procurement.
The internal Facilities Team comprises a Head of Facilities and Compliance, a Facilities Manager and a Facilities Executive Officer.
Services such as cleaning, security and maintenance are outsourced to an external Facilities Management provider, which also provides a number of on-site resources.
The Facilities function is responsible for providing a safe and secure working environment for staff, contractors and visitors.
Key Responsibilities
Lead and manage the delivery of facilities management services at Coimisiún na Meán, following best practice, ensuring value for money, and complying with health safety, legal, and environmental regulations.
Oversee the procurement and installation of new office furniture, including reconfiguring office space to meet organisational needs.
Oversee the process for the acquisition of additional office space to support the organisation’s growing staff.
Work collaboratively with other divisions and maintain strong links with different teams, including the Internal Communications, ICT and Finance Teams.
Oversee procurement processes for external facilities providers and manage contracts them when required.
Prepare and present budgets, forecasts, cost controls and expenditure reports for Facilities.
Oversee the development and implementation of the Health & Safety Statement, ensuring compliance with legislation and best practice to provide a safe environment for staff (on-site and off-site), contractors, subcontractors, and visitors to Coimisiún premises.
Oversee the development and delivery of health and safety training programmes for staff.
Develop and manage an appropriate maintenance strategy and implement a planned maintenance programme.
Oversee compliance with the Public Sector Climate Action Mandate.
Lead the management and delivery of organisational objectives and responsibilities in Sustainability, Accessibility and IHREC Public Sector Duty obligations, and lead or take part in relevant internal committees.

About You
Experience, Skills, Knowledge & Qualifications
Essential Criteria
A proven track record in providing ‘best in class’ facilities management.
Up-to-date knowledge of relevant legislation, including EU procurement law, conveyancing, health and safety, and building regulations.
Strong experience in best-practice contract management and administration, particularly managing outsourced supply chains.
Excellent IT skills including Microsoft office, project, excel, CRM systems.
Demonstrable financial management experience including budget and forecast preparation.
Excellent communication skills with the ability to build positive relationships with stakeholders at all levels.
Experience identifying and managing risks and implementing systems to mitigate them effectively.
Proven track record of managing change and promoting a culture of continuous improvement.
Strong understanding of public sector obligations, including facilities management, health and safety, and staff security.
Proven track record of leading, managing, and developing diverse teams.
Desirable Criteria
Relevant public sector experience.
Project management certification.
Understanding of public sector obligations in IHREC Public Sector Duty, sustainability, and accessibility.

•Full time, 35 hrs per week
•Annual Leave: 30 days per annum
•The role will be a hybrid role combining home and office working. A regular presence on site is expected, and the successful candidate is expected to be contactable outside of core hours if required.
