Student Services and Facilities Manager
CPL have partnered with Northern Ireland Civil Service (NICS) to recruit for a Student Services Manager (SO Grade) to join their team on a temporary contract, with possibility of extension.
· Pay Rate - £19.59 per/hr
· Location – DAERA, CAFRE – Learner Services Branch - Enniskillen
· Benefits – 37 days holiday per annum
· Hours – 37 hours per week
Responsibilities will include: -
Operational Management
· Assist the Student Support Services Manager in the daily operation of Student Services, including residential accommodation.
· Administer the accommodation application and room allocation process for residential learners.
· Respond to incidents involving residential learners, liaising with management and relevant support services as required.
· Implement the CAFRE Learner Discipline Policy, acting as decision-maker and issuing penalties for lower-level infractions.
Safeguarding
· Fulfil the duties of Deputy Designated Person for safeguarding children, young people, and vulnerable adults.
Learner Engagement and Wellbeing
· Design and deliver a programme of extra-curricular activities aimed at enhancing learner wellbeing, personal development, and resilience. Activities may include awareness workshops, wellbeing events, and themed campaigns.
· Liaise with teaching teams and support staff to address individual learner needs.
Learner Representation and Events
· Support the establishment and operation of the Students’ Union Campus Council, providing guidance and mentoring to elected representatives.
· Maintain links with external student bodies, including NUS/USI.
· Assist in the planning and delivery of graduation ceremonies and learner awards events.
Data and Reporting
· Oversee the collation and input of learner data into the Learner Management System (training provided).
· Contribute to report writing, risk assessments, and data recording.
Staff and Team Management
· Direct line management of one staff in a EOI role.
· Ensure effective service delivery through clear procedures and staff support.
· Supervise the Residential Support Team, including rostering, training, and performance management.
· Maintain compliance with Health & Safety standards and ensure staff are appropriately equipped and informed.
Financial Oversight
· Manage a residential accommodation income budget, including debtor management and fraud monitoring.
· Manage the facilities budget.
Facilities Collaboration
· Work in partnership with CAFRE Facilities to ensure continuity of day-to-day essential services such as portering, security, contracted services and control of contractors.
· Support Health and Safety compliance including Fire Safety and emergency evacuation procedures and the management of minor works and maintenance requirements.
· Support contract management of campus facilities contracts for cleaning, catering, waste management and liaise with internal and external customers to ensure effective service delivery for commercial business.

Essential Experience/Qualifications
1. At least an Honours degree in any discipline.
AND
2. A minimum of 2 years’ post-qualification professional experience* working directly with young people.
AND
3. Hold a full current driving licence, valid in UK and have access to a form of transport to enable them to fulfil the responsibilities of the role.
*Experience is defined as coaching young people under 25, counselling, teaching, youth work, with evidence of being able to work on own initiative and as part of a multi-disciplinary team, delivering a high-quality service, including activities and events for young people.
