We are delighted to announce that our client the Charites Regulator are currently recruiting for a Project Manager at HEO (Higher Executive Officer level).
The Role:
Project Manager is a newly created position and will become a key position in the Charities Regulator. The successful candidate will be working on an exciting and challenging range of projects and programmes for development and delivery over the coming years. This may include managing a portfolio of projects directly, developing project plans and providing support to other project teams internally. The projects will vary depending on the organisation’s needs. The type of projects will relate to projects such as, but not limited to the following - systems enhancements, process and design improvements, office relocation and data integrity.
The duties and responsibilities of the successful candidate will include the following:
- Establish a Project Management Office, including policies and procedures in line with current best practice
- Develop Project Management Artefacts including project charter, project scope, detailed project plans, RAID logs, RACI logs, stakeholder logs, deadlines and milestones to guide employees, teams and senior management
- Create and lead project teams and all project work streams of the project life cycle - using recognised project management techniques
- Develop appropriate corporate project governance structures for each project
- Ensure agreed deliverables are in line with milestones, deadlines and within budget
- Work with stakeholders including third parties/ vendors to ensure that the scope of deliverables is carefully managed, minimising -scope creep and eliminating the potential for cost overruns while maximising and optimising functionality.
- Putting in place regular project reporting to key stakeholders by providing regular project status updates and detailed reports on key metrics and deliverables, including expenditure updates
- Revising plans based on changing needs, requirements or circumstances
- Evaluate project performance and contribute to process improvement by conducting post project reviews to identify and document lessons learnt
- Supporting the Head of Corporate Affairs and the Executive Team on project management and project administration.

Essential Criteria:
Candidates must have on or before Wednesday, 11 June 2025 have:
- Equivalent of Level 7 on the NFQ in a relevant discipline (project management,business,management or other)
or
- Project Management qualification
And
- 3 years of relevant work experience
Skills and experience:
- Proven track record of being a self-starter who can also work collaboratively
- Experience of managing projects
- Excellent organisational skills, ability to schedule tasks and meet on-going deadlines
- Ability to manage a diverse workload, prioritise tasks with competing deadlines
- Ability to assess a range of information and identify key issues, clearly explain any concerns and requirements to progress and make necessary recommendations
- Excellent interpersonal and communications (written and verbal) skills with good attention to detail
- Ability to present information both written and orally in a clear, concise, comprehensive and convincing manner
- A high degree of ICT literacy including using standard project management and MS Office tools including MS Project, Excel, Word and Visio
- An ability to provide excellent customer service to both internal and external customers
- Experience of developing and maintaining robust record keeping and filing systems
- Excellent writing skills and attention to detail as evidenced in the application form, in comparison to other applicants
Desirable experience knowledge and skills:
- Evidence of ongoing professional and personal development.
- Have spoken or written Irish to a level sufficient to communicate proficiently with our customers in their preferred official language.
- Experience with ICT testing and development of new functionality of an ICT platform/ system.
Required Competencies:
Candidates should have all the abilities required of Project Manager. In particular, candidates must demonstrate, by reference to specific achievements in their career to date, that they possess or have the capacity to quickly acquire the qualities, skills and knowledge required for the role of Project Manager.
