Our client The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with €3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn
The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes on land provided by housebuilders.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Purpose
This is an opportunity for a committed and driven individual to develop a career in capital works procurement and play a key role in delivering a wide range of transformative residential and regeneration projects across the country through the development life cycle.
The ideal candidate will have relevant technical qualifications, but most importantly will have the strong interest in commercial and procurement matters as they relate to the housing and development sector.
Candidates will be required to have the associated drive, work ethic and adaptability that is commensurate with playing an important role in delivering landmark capital projects.
In addition to working on international scale projects, Senior Project Procurement Specialist (Capital Projects) will learn from market leading construction professionals as well as being supported by the comprehensive CPD and professional development supports that are offered by the LDA.
The Senior Project Procurement Specialist (Capital Projects) will be required to work specifically with the Property Teams comprising of primarily of Development Managers across a number of key capital projects.
Collaboration across the business will be a key requirement of this role with the Senior Project Procurement Specialist being required to engage with the broader business which will involve collaboration with other functions such as Strategic Planning, Construction & Delivery and Cost Management.
In supporting the landmark capital projects, they will be required to provide best in class advice, guidance and specialist procurement knowledge to ensure our competitive processes are aligned with the capacity and capability of the market, are comprehensive and fully compliant with Irish and EU public procurement rules, guidelines and regulations.
They will be required work with the Head of Property, the Procurement Manager, Development Lead and individual Development Managers, to support all aspects of procurement across the property function including the development and implementation of the procurement strategies, identifying procurement needs, developing procurement plans, managing a variety of competitive processes, reviewing supplier performance and negotiation of contracts.
Key Responsibilities:
The duties and responsibilities of the Senior Project Procurement Specialist (Capital Projects) include but are not limited to the following:
· Be a strategic commercial and procurement partner to the various Property Teams and other business stakeholders for all procurements.
· Build and maintain positive and effective relationships, providing in-depth professional advice on procurement and sourcing strategies, the application of relevant policies, guidelines, and legislation.
· Support the development, implementation and maintenance of the Multi Annual Corporate Procurement Plan.
· Provide oversight for procured contracts including the preparation of reports on the status of contracts.
· Be responsible for the alignment of the Property Teams activity with the LDA’s procurement objectives, ensuring that current and future requirements are delivered in an efficient, timely and cost effective manner.
· Provide expertise and assistance across the Property function on supplier and contractor management.
· Preparation of procurement updates for inclusion in periodic management reports.
· Actively manage procurement compliance
· Ensure competitive processes are compliant with all relevant policies, guidelines and legislation and that they are fit for purpose with respect to LDA’s objectives.
· Execute and provide full end to end management of above OJEU threshold and below OJEU threshold tenders.
Knowledge & Experience:
The successful candidate should be confident and commercially minded with at least 8 years broad previous professional experience gained in an equivalent role and have:
· Industry exposure to and knowledge of significant capital investment projects with experience of project delivery under the public procurement regime.
· Experience of working in a multi-disciplined team and demonstrated the ability to handle multiple tasks concurrently
· Working knowledge of the industry and market conditions
· Initiative and decision-making skills to prioritise tasks and drive results
· Strong negotiation and conflict resolution skills
· A proven ability to manage procurement risk in a considered and calculated manner.
· A willingness to embrace a challenge and work within an evolving / changing environment.
· Previous experience of applying stringent compliance standards in a procurement function while managing the execution and documentation of tender processes
· A strong working knowledge the eTenders & OJEU platforms
· Be able to identify and meet targets and savings through optimising procurement strategies.
· Organised and efficient with excellent attention to detail
· A recognised qualification in procurement would be advantageous but is not a requirement (e.g. professional certification in procurement with CIPS or the equivalent)
