Cpl HR Recruitment are supporting a public‑sector organisation is seeking an experienced Head of HR to lead its HR function and shape a modern, high‑performing, values‑driven workplace. This senior role sits on the Executive Leadership Team and is ideal for an HR leader with significant public‑sector or large complex‑organisation experience. The Head of HR, will design and deliver the organisation’s people strategy, drive cultural and organisational change, and ensure excellence across HR governance, capability development, workforce planning, and employee engagement.
Key Responsibilities
- Lead and deliver the People & Culture strategy as part of the Executive Leadership Team.
- Drive organisational transformation, culture change, and workforce planning.
- Oversee HR operations including recruitment, performance, L&D, ER/IR, policy, and governance.
- Build effective relationships with trade unions and manage complex ER/IR issues.
- Ensure compliance with HR legislation, public‑sector standards, and governance codes.
- Lead, mentor, and develop the HR team.
- Enhance HR systems, data insights, and modern HR practices.
Experience & Qualification
- 7+ years’ senior HR leadership experience, ideally in the public sector or a complex, highly regulated environment.
- Strategic HR experience at Executive/Board level with a strong track record in organisational development, change management, and talent leadership.
- Demonstrated experience managing industrial relations in unionised environments.
- Strong knowledge of employment law, HR governance, HR technology, and best‑practice HR.
- Excellent leadership, communication, stakeholder management, and influencing skills.
- CIPD accreditation and/or a relevant postgraduate qualification are advantageous.
- Full driving licence and flexibility to travel as required.
