About the Role
Our client, a state organisation's Capital & Estates division, responsible for the planning and delivery of healthcare services across Ireland, is seeking to appoint an experienced and professionally qualified Quantity Surveying Advisor to join its Capital & Estates team.
This is a senior-level role within a multi-disciplinary, regionally based estate function that manages the procurement, development, and operation of the health service’s physical infrastructure. The successful candidate will support the delivery of major and minor capital projects across a range of healthcare environments, ensuring high standards of quality, safety, value for money, and compliance with public procurement regulations.
Key Responsibilities
The Quantity Surveying Advisor will play a pivotal role in:
- Providing strategic commercial, procurement, and contractual advice to capital development programmes.
- Overseeing performance of external Quantity Surveying consultants and internal project controls.
- Supporting capital programme delivery, from concept to completion, aligned with national health priorities.
- Advising on procurement strategies, cost management practices, and life-cycle cost planning.
- Ensuring projects meet government infrastructure and sustainability standards.
- Preparing and reviewing Capital Submissions, including cost plans, tender documentation, and performance reports.
- Contributing to the development of standardised procedures and best practices in project and cost management.
- Representing the function in multidisciplinary teams and supporting national and regional delivery priorities.

To be eligible, candidates must have:
- A Level 8 (or higher) qualification in Quantity Surveying, accredited by:
- The Society of Chartered Surveyors Ireland (SCSI), or
- The Royal Institution of Chartered Surveyors (RICS),
- Or hold an equivalent recognised qualification.
- Registration (or eligibility) as a Quantity Surveyor under the Building Control Act 2007.
- Full professional membership (or eligibility) of SCSI and/or RICS.
- 5 - 7 years' relevant professional experience as a Quantity Surveyor, ideally within public sector, consultancy, or contractor environments.
- Proven knowledge of public procurement legislation, capital project lifecycles, and cost planning methodologies.
- Strong leadership, analytical and stakeholder engagement skills.
