Our client, The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with €3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes on land provided by housebuilders.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role
The role offers the right candidate a fantastic opportunity to play a key role on a wide range of transformative residential and regeneration projects across the country through the development life cycle.
The ideal candidate will have all necessary technical and commercial acumen required in delivering landmark projects, but importantly will need to be a team player with the drive, work ethic and adaptability to respond to the exciting challenges of the LDA mandate.
Its objectives are to:
· Coordinate appropriate State lands for regeneration and development, opening up key sites for housing delivery;
· Drive strategic land assembly, working with both public and private sector land owners;
· Contribute towards the delivery of affordable housing; and
· Become a leading influencer of housing and land management, through research and innovation.
A key part of the LDA’s remit will be to develop large residential schemes through both direct traditional procurement and development partnership routes.
Role Purpose/Duties:
· You will join a growing team of development professionals, reporting to a Senior Development Manager and will work on a wide variety of projects at varying stages – from early concept stage through procurement, design and construction to completion and handover within approved financial parameters
· Manage design teams from a technical, program and budgetary perspective to deliver projects on a national scale
· Preparation of well planned development project briefs
· Obtaining planning permission on sites to facilitate the development and delivery of residential and ancillary uses
· Support the Senior Development Manager by developing and implementing the Investment Case & Development Strategies for a variety of project types, with innovation, programme and value for money at the core
· Prepare analysis and recommendation of optimum delivery mechanism
· Interact with project stakeholders such as local authorities, private developers and landowners
· Co-ordinate the wider LDA team for effective delivery of project work streams and delivery of projects
· Risk management – provide an overview of risk awareness across projects and manage team risk management process
· Manage project budgets, programs and internal/external reporting
· Manage the due diligence and assist with the legal completion process for sites identified as suitable for housing delivery
· Liaise with all LDA functions to progress project through each project stage
· Performance reporting and post project reviews
· Maintain the LDA’s core values at all times
Person Specifications/Requirements:
· Have a real passion for delivering transformative residential led developments
· At least 5 years’ experience in the various stages of the property development sector
· Hold a recognised degree level qualification in construction/ development sector
· Professional Qualification is preferable but not essential
· Excellent relationship management skills (both internal and external)
· Strong development management skills, with a proven relevant track record
· Strong knowledge of the Irish planning, development and construction sector
· Knowledge of public procurement a distinct advantage
· Knowledge of project viability an advantage
· Experience of site feasibility and acquisition an advantage
· Able to demonstrate strong financial and business awareness and understand how this enables delivery of affordable housing
