CAFRE Facilities Manager
CPL have partnered with Northern Ireland Civil Service (NICS) to recruit for a Facilities Manager (SO Grade) to join their team on a temporary contract of 6 months, with possibility of extension.
· Pay Rate - £17.09 per/hr
· Location – DAERA, College Services Branch – CAFRE Greenmount Campus
· Benefits – 37 days holiday per annum
· Hours – 37 hours per week
Responsibilities will include:
Facilities Management:
· Delivery of day-to-day essential services such as portering, security and control of contractors.
· Ensure Health and Safety compliance including Fire Safety and emergency evacuation procedures.
· Management of all minor works and maintenance requirements on site through the DoF Helpdesk to ensure buildings are maintained in a timely fashion.
· Facilitate a programme of Planned Protective Maintenance (PPM) as requested by DoF Properties Division.
· Control energy management systems on campus via the web portal Building Energy Management System (BEMS) to ensure appropriate space heating and domestic hot water requirements are met and waste is minimised where possible.
· Manage all security on campus and control the issuing of keys and swipe cards where relevant.
· Manage the IPT telephone system on site.
· Manage services (electricity; water; gas etc) –facilitate access to site and management of such services.
· Manage and develop the administrative function including one AO in the administrative support team. Ensure that work processes/controls are in place for the effective delivery of service.
Contract Management
· Manage and co-ordinate the campus facilities contracts for cleaning, catering, waste management. Manage expenditure cost centres in excess of £500k and income in excess of £11k so as to achieve financial targets.
· Monitor for fraud and alert management if concerns arise.
· Oversee stocktaking procedures as required.
· Liaise with internal and external customers to ensure effective service delivery for commercial business.
· Manage and allocate residential and general campus accommodation to internal and external customers in accordance with CAFRE policy.

· Ensure that meeting rooms, conference facilities and access arrangements that are booked in advance for visitors and commercial clients are in place.
· Ensure where relevant that all out-of-hours emergency response arrangements are in place when commercial clients are using the premises.
Staff Management
· Ensure that all reporting staff have the necessary skills and tools to perform effectively in their role.
· Ensure that all reporting staff have access to the necessary training (including mentoring); to perform effectively in their role.
· Undertake performance reviews for staff.
· Ensure that all reporting staff have the necessary equipment to meet Health & Safety regulations and that these regulations are complied with.
Student Services Management
· Work in partnership with the CAFRE Campus Student Services manager (SO) (Loughry) to ensure that Student Services management within the College is maintained during periods of absence.
Essential Experience/Qualifications
· Experience of managing staff.
· Experience of managing budgets.
· Experience of facilities management.
AND
· A full current driving licence and access to a vehicle.
