ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Summary:
Reporting to the Director of Human Resources, the HR Business Partner will support business leaders and line managers in all aspects of HR with day-to-day management of HR related activities, partnering to with assigned groups to understand their team goals and provide HR insights and support. The successful candidate will also have responsibilities for certain HR Projects in the areas of Performance Management, Talent Acquisition Employee retention and HR Governance.
The role will work closely with the wider HR Team on companywide HR initiatives and our Recruitment Partners. The successful person will be joining a growing organisation and will have the opportunity to work with dynamic and ambitious teams across the LDA.
Essential Duties and Responsibilities:
- Responsibility for leading and supporting a range of programs in the areas of:
- Performance and Probation Management, Employee Retention, Compensation and Benefits and HR Governance.
- Working as a HR Business Partner with specific departments across the LDA. This will involve being the first point of contact for line managers and colleagues for HR related matters.
- Support and inform these assigned departments to ensure the successful roll-out of HR initiatives across the LDA.
- The role will have a significant focus on attracting, retaining and developing top industry talent. Liaise with external Recruitment Partners as required.
- Manage assigned projects and programmes as required that support execution of HR strategy and collaborate with other functional areas to design and develop HR-led initiatives and programmes
- Partnering with internal (including the wider HR team) and external stakeholders in the roll out of programmes and initiatives in these areas.
- Inputting into the annual audit as required.
- Updating and /or escalating issues as appropriate to the Director of Human Resources
- Supporting and advising line managers in all aspects of HR related activities.
- Providing guidance to line managers on day-to-day performance and probation management.
- Manage full employee life cycle including workplace and employee relations issues.
- Assisting HR colleagues in the onboarding process for new employees as necessary.
- Ongoing review and implementation of employee engagement initiatives.
- Lead/support as appropriate with the review and updating of all company HR policies, procedures, and related documentation to ensure compliance with the prevailing employment legislation in Ireland and the EU.
- Regular use of MS Office tools and the LDA HRIS (Bamboo HR).
- Leading and supporting the HR Team on key projects and other ad hoc duties as required.
Requirements:
- A bachelor’s degree or master’s degree in HR Management or a related field.
- Minimum of 5 years’ experience in a similar role.
- Sets high standards of performance for self and others and assumes responsibility and accountability for successfully completing assignments and tasks.
- Previous experience in HR Software systems, ideally Bamboo HR.
- Previous experience in Talent Acquisition
- Workplace skills such as mentoring, active listening, and the ability to drive change.
- Excellent communication skills, written and oral.
- Excellent administrative skills.
- Excellent interpersonal skills with the ability to work effectively with staff at all levels of the organisation.
- Ability to work on own initiative with a sound decision making ability.

- Ability to manage multiple projects and roll out initiatives in a timely manner.
- Strong competence in Microsoft programs.
