GIS Analyst

We have an exciting opportunity in Data and Insights Department.
The successful candidate will support the use of spatial energy data to satisfy regular international reporting obligations, publish national energy reports and data-releases, and respond to queries from key-stakeholders, including government departments, academic researchers, journalists, and the public.
Responsibilities
Support the delivery, update, and maintenance of GIS (geographic information system)
Support the enhancement and development of GIS capability, through the addition of new online tools, new automation processes, and newly geocoded data.
Develop a clear understanding of energy use and associated CO2 emissions at the national level and identify opportunities for GIS insights to provide evidence-based inputs into policy recommendations.
Use GIS techniques to join data with spatially disaggregated public administrative data from national agencies to create insights.
Support the delivery of both technical and non-technical presentation on ‘energy mapping’ to engage diverse audiences on energy issues in the context of the wider sustainability agenda.
Provide timely, authoritative, and evidence-based responses to energy queries from policymakers, journalists, researchers, and other stakeholders.
Skills
• Knowledge and experience of database design, maintenance, querying, and report generation.
• Knowledge and experience of GIS and mapping systems, in particular the ArcGIS-Pro for GIS analysis, and ArcGIS-Enterprise for the publication and dissemination of mapped resources.
• Knowledge and experience of Python and SQL for scripting and manipulating database queries.
• Understanding and appreciation of best practice in data-gathering, processing, analysis, and presentation for GIS applications.
• Understanding and appreciation of the need for accuracy, rigour, transparency, and clarity in official national statistics.
• Well-developed IT skills in standard software packages, e.g. Excel, SharePoint, PowerPoint, etc.
• Excellent written and oral communication skills.
• Ability to prioritise work and manage a wide variety of tasks with concurrent deadlines.
• Knowledge of Tableau and/or Microsoft PowerBI software packages would be an advantage.
Experience
• A third-level degree (or equivalent professional qualification) in GIS, or in Computer Science or Statistics with a strong GIS focus (min Level 7 NFQ).
• A minimum of three years’ work experience in designing and developing GIS resources, where time spent pursuing a Masters-by-research or a PhD are countable towards work experience.
• Demonstrated expertise with ArcGIS Pro and ArcGIS Enterprise software.
• A track record of successfully delivering a substantial volume of GIS resources and outputs to deadline.
• A track record of professionally responding to urgent technical queries in a timely manner.
• A demonstrated ability with standard software, e.g. Excel, SharePoint, PowerPoint, etc.
• A postgraduate qualification in GIS, computer science, data analytics, or statistics.
• Experience with Tableau and/or Microsoft PowerBI software packages.
• An understanding of the Irish energy sector, and/or climate and sustainability issues.
• An understanding of public sector administration
