We are delighted to announce that our client the Charites Regulator are currently recruiting for a Director of Business Services- Principal Officer Level.
The Role:
This is a critical leadership role in the organisation. Reporting directly to the CEO, (and deputising for the CEO from time to time), the position also involves working closely with the Board as well as providing cross divisional support to the various units.
The successful candidate will be a key member of the senior leadership team. S/he will play a central role in the organisation by building its capacity to deliver its statutory functions as well as supporting the achievement of its strategic objectives.
This position requires an experienced senior manager with the vision, strategic leadership and strong communication skills needed to shape and build a developing organisation. A good working knowledge, appropriate to the senior level of this post, is required across the following areas: organisational governance, financial management, human resources, IT, risk management and strategic planning.
Key responsibilities of the post include:
- Supporting the Chief Executive through a combination of strategic leadership skills, delivery focus and effective relationship management; in this context management of critical stakeholders including with the parent department/other public bodies, sectoral interests and service providers is key
- Leading the business services function of the Regulator – this entails delivery of Finance, Corporate Affairs, Information Management and Technology, and Human Resource services
- Contributing to strategic focus and outcomes by the Regulator, including working closely with members of the senior leadership team to deliver on strategy
- Ensuring the provision of excellent services to the Board through its secretariat and through other supports consistent with good practice in corporate governance
As, is apparent from the foregoing, key elements of this role concern relationship management, business services delivery, delivering on strategy and board supports. Further details on sub elements within each of these headings is set out in the attached Appendix A.

About you-Essential experience, skills, knowledge and qualifications:
The Charities Regulator is seeking to appoint an individual who possesses the following, to a level appropriate to the role of Principal Officer.
- A relevant qualification at level 8 or higher on the National Framework of Qualifications
- At least 7 years’ experience in a senior leadership role, ideally in a complex environment, managing multiple projects with a range of stakeholders, with a proven track record of success linking service delivery to strategic objectives
- Have a proven ability to exercise sound judgement, analytical thinking, and problem solving/decision making skills
- Have strong leadership qualities and a proven ability to build and develop high functioning teams
- Excellent communication and stakeholder engagement skills with proven ability to influence and work effectively with a broad range of internal and external stakeholders in a constructive manner.
- High levels of competency in Finance, HR and IT
- Sound judgement, problem solving and decision-making skills
- Self-motivation, commitment and energy, with a passion to serve and protect the public interest
- Ambition to deliver on demanding strategic development targets with strong personal and professional credibility
- An understanding of budgetary responsibility, including general corporate financial processes.
- An appreciation of public service values
Desirable experience, knowledge and skills:
- An understanding of the charity sector
- Have previous experience of working at a senior level in the public sector
- A strong understanding of public sector procurement
- Experience of leading Corporate Services functions, including for example, Finance, Human Resources, ICT, Procurement with the capacity to quickly acquire an understanding of, and appreciation for, the Organisation’s role and objectives and of the context within which it operates
- Knowledge and experience of dealing with complex ICT systems and interface with partner organisations and departments
- Evidence of ongoing professional and personal development
- Fluency in or a working knowledge of the Irish language is desirable, but not a specific requirement of this post.
