HR Process & Compliance Project Manager – EMEA (Based in Dublin)
We are looking for a highly capable and action-oriented HR Process & Compliance Project Manager to join our EMEA team in Dublin. This role plays a critical part in strengthening our operational compliance by identifying where HR processes do not align with internal policies, and leading the implementation of effective controls, monitoring frameworks, and process redesigns to close those gaps.
While process efficiency and improvement are part of the role, the core mission is to embed compliance into how we operate — using tools like Lean, A3 thinking, and structured project delivery. You'll collaborate with HR, Legal, Payroll, and Technology partners to redesign key processes such as Hire to Retire and Payroll, ensuring they are not only efficient and user-friendly, but also control-based and audit-ready.
This is a fantastic opportunity for a professional with a strong background in HR operations, compliance risk management, and process transformation — and who thrives in a fast-paced, cross-functional environment with regional scope.
Key Responsibilities
Compliance-Driven Process Transformation
Conduct end-to-end HR process reviews (e.g., Hire to Retire, Payroll) to assess where current practices fall short of internal policy or regulatory expectations.
Identify and implement appropriate controls, approvals, and checkpoints to close compliance gaps within day-to-day HR operations.
Develop monitoring and reporting frameworks to track adherence to defined controls and drive accountability at the operational level.
Translate internal audit findings, policy updates, or legal requirements into practical process and system improvements.
Process Mapping & Redesign
Facilitate wing-to-wing process mapping sessions to understand current workflows, identify risks or inefficiencies, and co-design improved, compliant processes.
Apply methodologies such as Lean, A3 problem solving, Kaizen, and root cause analysis to support decision-making and continuous improvement.
Build clear documentation, RACI models, and process flows to enable training, consistency, and scale.
Project Management & Delivery
Lead the end-to-end delivery of improvement initiatives from problem statement to implementation, leveraging best-practice project management methodologies.
Create and maintain project plans, status updates, stakeholder maps, risk logs, and communications in line with our EMEA-wide governance framework.
Engage senior stakeholders, regional HR partners, Legal, and other cross-functional teams to ensure alignment and adoption.
Support the rollout and embedding of solutions through training, communications, and handover to business-as-usual teams.
Change Management & Sustainability
Drive adoption of new processes and controls across the EMEA region through effective change enablement, coaching, and continuous feedback loops.
Define and track success metrics (e.g., control effectiveness, cycle time improvements, audit readiness) to measure impact and ensure sustainability.
Provide input into policy and standards development based on process learnings and operational realities.
Skills & Qualifications
5+ years' experience in HR operations, process improvement, compliance, or project management, preferably in a regional or global capacity.
Strong knowledge of HR processes across the Hire to Retire lifecycle; experience with payroll processes is advantageous.
Proven ability to identify compliance and control gaps in HR processes and implement practical, scalable solutions.
Solid understanding of HR policy, internal controls, and regulatory frameworks in an international environment.
Demonstrated experience using Lean tools and techniques, including Kaizen events, A3 thinking, 5 Whys, and value stream mapping.
Lean Six Sigma Green Belt certification or equivalent preferred.
Formal project management training (e.g., PMP, PRINCE2, Agile) strongly preferred.
Experience working with Workday or similar HRIS systems; ability to translate process and control requirements into system design advantageous.
Strong facilitation, communication, and stakeholder engagement skills across multiple levels and geographies.
High attention to detail, strong analytical skills, and comfort working with ambiguity and complexity.
Fluency in English required; other European languages are a plus.
This role is based in Dublin and requires presence in-region.
This is a high-impact role for someone who wants to build long-lasting improvements in HR process integrity, control, and operational excellence. If you're passionate about bridging the gap between policy and process through structured, practical implementation — we’d love to hear from you.
