Project Manager – PPP . Capital Projects

Salary: c €80,000 - €85,000 basic plus expenses, mileage, 30 days annual leave plus bank holidays
About the Role
We are inviting applications from experienced Architects, Engineers, and Surveyors to join our client’s national Public Private Partnership (PPP) Office. This is a senior project management role, responsible for the delivery, administration, and operational oversight of an established and expanding portfolio of PPP and capital infrastructure projects across Ireland.
You will play a pivotal role in ensuring the design, delivery, and long-term performance of key healthcare and community infrastructure projects — including the management of existing Primary Care Centres and new Community Nursing Unit PPP schemes, as well as contributing to large-scale hospital infrastructure programmes.
Key Responsibilities
- Lead and manage PPP projects through all stages — design, procurement, construction, commissioning, and operations.
- Oversee contract management and performance throughout the 25-year operational phase of PPP agreements.
- Manage project teams and external consultants to deliver technical, design, and project management services to the highest standards.
- Conduct contract compliance reviews, lifecycle assessments, and service performance audits in partnership with PPP Co. and internal stakeholders.
- Coordinate stakeholder engagement across project teams, facilities operations, and local service management.
- Manage budgets, timelines, and resource allocation across multiple concurrent projects.
- Oversee procurement and ensure compliance with public sector and statutory regulations.
- Lead the resolution of non-performance issues, manage change controls, and ensure continuous improvement in service delivery.
- Support the national PPP Office in developing strategic frameworks, reporting, and project governance systems.
About You
You are a technically skilled professional with a strong understanding of building design, construction, and facilities lifecycle management, combined with proven project leadership and contract administration experience. You thrive in a collaborative, multidisciplinary environment and have a track record of managing complex public sector or PPP-style projects.
Essential Requirements
- Minimum 7 years’ relevant experience in the planning, design, construction, or maintenance of buildings or their mechanical/electrical systems.
- Proven experience in project management, contract administration, or facilities management for complex infrastructure projects.
- Excellent understanding of PPP, DBFM, or public procurement frameworks.
- Strong stakeholder management, reporting, and negotiation skills.
- Excellent organisational and leadership abilities, with attention to technical and regulatory detail.
Qualifications
Candidates must hold one of the following (or equivalent):
· Level 8 or higher degree in Architecture, Engineering, or Surveying, accredited by the relevant professional body:
· Engineers Ireland
· Royal Institute of Architects of Ireland (RIAI)
· Society of Chartered Surveyors Ireland (SCSI)
· Royal Institution of Chartered Surveyors (RICS)
· Or Chartered / Professional Membership of one of the above institutions.
· Project management certification (PMP, PRINCE2, etc.) is desirable but not essential.
